PERMIT APPLICATION FOR A SOLID WASTE LANDFILL EXPANSION
Mt. Carberry Secure Landfill – Bean Brook Road, Success, NH
Permit No. DES-SW-88-029

The New Hampshire Department of Environmental Services (NHDES) is seeking public comments on an application for expansion of the Mt. Carberry Secure Landfill located in Success, NH. A public hearing is scheduled for 6:00 pm on Thursday, December 16, 2021 for receipt of oral testimony. The public comment period is open and continues until 4:00 PM on Friday, January 7, 2022 for receipt of written comments to be included in the public hearing record.

Application Summary: Androscoggin Valley Regional Refuse Disposal District (AVRRDD) submitted to NHDES a Type I-A Permit Modification Application to expand the existing landfill both laterally, creating about 24.1 acres of new footprint, and vertically above the existing footprint. The proposed expansion, called Phase IIIA, would add approximately 4,992,000 cubic yards of capacity and extend the facility’s life expectancy by about 16.3 years into 2041. The applicant has also submitted an application for waiver of Env-Sw 804.03(e) regarding a wetlands setback, Env-Sw 805.05(j) regarding penetrations in the existing landfill liner system, and Env-Sw 805.07(b)(1) regarding the 24-hour leak detection time within the existing landfill liner system.

The application documents are available for review during regular business hours at the Coos County offices, 136 County Farm Rd., West Stewartstown, NH; at the AVRRDD Office, 3 Twelfth St., Berlin, NH; and at the NHDES’ office, 29 Hazen Dr., Concord, NH. Public Hearing: A hearing to receive testimony on the application will be held in-person at the Berlin City Hall Auditorium, 168 Main St., Berlin, NH on December 16, 2021 at 6:00 PM. After registering, you will receive confirmation by email with information on how to join the hearing through the internet. Advance registration is not required, but is encouraged. Written Comments: Instead of or in addition to providing oral testimony at the public hearing, written testimony may be submitted to NHDES at any time before the close of the public comment period on January 7, 2022 at 4:00 PM.
