NHDES using EPA grant to update state's Climate Action Plan

NHDES has been awarded a $3 million formula grant through the EPA to create an updated Climate Action Plan. This is the first of two phases of the Climate Pollution Reduction Grant (CPRG). Under this planning grant, a Priority Climate Action Plan is due March 1, 2024, and will be the basis for evaluation of proposals necessary for New Hampshire entities to compete for $4.6 billion in implementation grants under Phase 2 of the program in April 2024. We plan to use our existing 2009 New Hampshire Climate Action Plan as a framework to start and will focus on actionable measures to reduce greenhouse gas emissions with an eye toward desired grant opportunities. Following the creation of the preliminary plan, a Comprehensive Climate Action Plan is required to be developed for submission in August 2025. 

The second phase of this process will be a competitive implementation grant program. Applicants will be able to apply for implementation grants based on measures identified in the preliminary plan. Applications for implementation grants are due shortly after the required submission date for the preliminary plan, on April 1, 2024. Applicants from all participating states, local governments, tribes and territories can compete for $4.6 billion in implementation grants based on the measures identified.
