Update: NHDES Lead Service Line Inventories, Sampling and Replacement Plans

NHDES’ Drinking Water and Groundwater Bureau (DWGB) is continuing its efforts to assist public water systems (PWSs) to meet the new federal Lead and Copper Rule Revisions (LCRR).  

By October 16, 2024, all PWSs – specifically community water systems (CWSs) and non-transient, non-community (NTNC) systems – are required to begin compliance activities for the LCRR by developing a lead service line inventory (LSLI) and a lead service line replacement plan.

To help PWSs comply with the new rule, DWGB is offering assistance by: (1) providing a Lead Service Line Service Inventory (LSLI) template; (2) hiring consultants to assist small- and medium-sized systems to complete their LSLI, sampling and replacement plans, and (3) issuing 100% federal grants to large PWSs to perform their own LSLI, sampling and replacement plans.  

DWGB has hired Arcadis, Hazen & Sawyer, Underwood Engineers and Northeast GIS consultants to assist small and medium-sized water systems in this effort. The consultants are contacting each system to collect, review and assemble the data to submit the required plans to NHDES. There is no cost to the water systems for this consulting service.  

Thirty large water systems are eligible for a LSLI Grant. The majority of these have already received funding approval through Governor and Executive Council.
