Solid Waste Management Bureau

At this time, the SWMB is only accepting electronic submittals in order to limit the need for staff to be physically present in the office to receive and sort mail. Until further notice, please do not submit paper copies of facility reports, design plans, notices, waiver applications and permit applications unless specifically requested. It is preferred that electronic submittals be made via NHDES' OneStop Data Provider portal. Please note that this does not apply to submittal of original financial assurance mechanisms and Solid Waste Facility Operator applications with payment; these submittals should continue to be submitted in paper via regular mail.

Generally speaking, "solid waste" is any abandoned or discarded material that has been placed in the waste stream. This includes, for example, household trash, construction and demolition debris, furniture, appliances, tires, and recyclables, such as paper, cans, glass and plastic containers. Wastes that are not solid waste and regulated by other programs include hazardous waste, biosolids and septage. Proper management of solid waste and the facilities that collect, process and dispose of solid waste is one of New Hampshire's primary health and environmental priorities. NHDES oversees the management of solid waste through a combination of permitting, training and compliance programs.

All public documents received and sent by the NHDES Solid Waste Management Bureau on or after January 1, 2018 are routinely made available for viewing by the public on NHDES' OneStop database, typically with a few days of lag time. Documents received or sent by the NHDES Solid Waste Management Bureau prior to January 1, 2018, are available for review by request directed to the NHDES Public Information Center (603-271-8808;
