New Hampshire DERA Project

The New Hampshire Clean Diesel Grant Program is a program funded by EPA through the Diesel Emissions Reduction Act (DERA). The program is managed by the Air Resources/Technical Services Bureau of NHDES. The goal of this grant program is to reduce the emissions from older diesel engines in the state. Projects eligible for funding include idle reduction technologies, engine replacement, vehicle and equipment replacement, exhaust controls, and aerodynamic technologies. Grant funding is available with a required match by the grantee; the match requirement depends on the project (i.e., an engine replacement requires a match of 60%; a vehicle replacement requires a match of 75%; a drayage truck replacement requires a match of 50%). The New Hampshire Department of Environmental Services (NHDES) will have funds available in October 2018 through the Environmental Protection Agency's (EPA) Diesel Emissions Reduction Act (DERA) program to help diesel equipment owners in New Hampshire reduce emissions. This year's program will have up to $1 million for funding projects (including Volkswagen Settlement Funds). DERA provides partial funding for local/state governments and businesses to reduce emissions through idle reduction technologies; exhaust controls; or replacement of older on or off road diesel engines/vehicles/equipment with newer engines/vehicles/equipment. The first round of project proposal requests will be from October 1 through October 22.  Round 2 applications (if funds are still available) will be accepted from October 23 through November 16 and if needed a third round will be held from November 17 through December 14.

Additional Round Announced: Through a finalized review of the recent funding, NHDES and OSI have identified a small amount of unobligated funding remaining in the 2018 program. As a result, an additional and abbreviated request for proposals has opened in order to quickly identify a grantee for the remaining funding. Because this funding needs to be obligated prior to the end of the state fiscal year in June and these projects must be completed by the end of the federal fiscal year in September, the timeline (outlined below) for this round is abbreviated.

Timeline: Request for Proposals accepted through March 22 (all requests for proposals must be received electronically or postmarked prior to the end of day on March 22).

Proposal scoring and grantee notification will be completed by April 1. The selected grantee will be asked to obtain supporting documentation and sign award agreements by the end of April for Governor and Council approval in May. The project must be planned for completion by the end of September 2019.
