Public Notice: Mt. Carberry Secure Landfill Draft Permit

Pursuant to the New Hampshire Code of Administrative Rules, Env-A 622.02, notice is hereby given that the Director of the New Hampshire Department of Environmental Services, Air Resources Division (Director), has received an application for a Title V Operating Permit from, and based on the information received to date, intends to issue such Title V Operating Permit to:

Androscoggin Valley Regional Refuse Disposal District, d/b/a Mt. Carberry Secure Landfill
Bean Brook Road
Success, NH 0357

The landfill is a mound type landfill and has been operational since approximately 1989. Waste in place includes construction and demolition (C&D) waste, municipal solid waste and paper/pulp sludge from a paper mill. The landfill has an existing landfill gas collection and control system that has been operational since October 1, 2007, and the facility also operates diesel-fired emergency generators for back-up electrical power. The application covers the renewal of the existing Title V Operating Permit as well as incorporating conditions of two existing Temporary Permits into the Operating Permit.

The application and draft permit are on file with the Director, New Hampshire Department of Environmental Services, Air Resources Division, 29 Hazen Drive, P.O. Box 95, Concord, NH 03302-0095, (603) 271-1370. The application and draft permit are available through the NHDES OneStop online database (DES Interest ID: 3300790120). Requests for a public hearing and/or written comments filed with the Director in accordance with Env-A 622.05, and received no later than February 12, 2024, shall be considered by the Director in making a final decision.
