Granite State Clean Fleets Grant
A competitive reimbursement program funded by the Volkswagen Mitigation Trust.
The Granite State Clean Fleets Grant (GSFC) is a competitive reimbursement program funded by the Volkswagen Mitigation Trust (VW Trust) to offset excess nitrogen oxides (NOx) resulting from Volkswagen’s emissions violations. This program reduces NOx emissions by funding projects that scrap and replace older, dirtier diesel-powered units with newer, cleaner alternative-fuel or diesel-powered units.
GSCF funding opportunity: April 2025 GSCF Request for Proposals (RFP)
NHDES is seeking proposals for eligible emission reduction projects utilizing approximately $5.1 million of VW Trust funds for this April 2025 RFP. Applications will be accepted until May 23, 2025, at 4 p.m. Eastern Time.
NHDES anticipates opening a second $5.1 million RFP in the latter half of 2025. Project eligibility and conditions for funding are subject to change.
Steps to apply:
- Read the RFP for key guidance on important dates, project and applicant eligibility, cost share requirements and reimbursement caps, and scoring criteria. See the Priority New Hampshire Communities List.
- Complete the application:
– Use Appendix A1 for Unit Replacement Projects.
– Use Appendix A2 for Marine Shore Power Installation Projects. - Email the completed application and required materials to ms-grants@des.nh.gov.

Eligible projects include:
- Diesel to Diesel Unit Replacements (e.g., diesel-powered plow/dump truck).
- Diesel to Alternative Fuel Unit Replacements:
- Compressed Natural Gas (e.g., CNG-powered refuse truck).
- Electricity from batteries, grid, or hydrogen fuel cells (e.g., electric- powered school bus).
- Hybrid (e.g., conventional or plug-in hybrid electric transit bus).
- Propane (e.g., propane-powered delivery/utility truck).
- Marine Shore Power Installation.
