Permit Application For A Solid Waste Landfill Expansion Four Hills Secure Landfill Expansion – 840 West Hollis Street, Nashua, NH Permit No. DES-SW-SP-95-002

The New Hampshire Department of Environmental Services (NHDES) is seeking public comments on an application for expansion of the Four Hills Secure Landfill Expansion located in Nashua, NH. A public hearing is scheduled for 6:00 pm on Wednesday, September 7, 2022, for receipt of oral testimony. The public comment period is open and continues until 4:00 pm on Friday, September 23, 2022, for receipt of written comments to be included in the public hearing record.

Application Summary: The City of Nashua submitted to NHDES a Type I-A Permit Modification Application to expand the existing landfill vertically and horizontally above the closed, unlined MSW landfill; the active, lined MSW landfill; and in the area between the two existing landfills. The proposed expansion, called Phase IV, covers approximately 32.4 acres. Phase IV would add about 3.9 million cubic yards of capacity and extend the facility’s operating life by about 30 years into 2060. The applicant has also submitted an application for waiver of Env-Sw 805.05(j) relative to expanding over existing leachate collection system pipe penetrations in the lined landfill.

The permit application documents are available for public review during regular business hours at City Hall, 229 Main Street, Nashua, NH, and at the NHDES’ office, 29 Hazen Drive, Concord, NH. The application is also available electronically on the NHDES’ OneStop website.

Public Hearing: A hearing to receive testimony on the application will be held in-person at the Nashua City Hall Auditorium, 229 Main Street, Nashua, NH on Wednesday, September 7, 2022 at 6:00 pm. Remote access is also available by using this registration link. After registering, you will receive confirmation by email with information on how to join the hearing through the internet. Advance registration is not required but is encouraged. In the event of inclement weather, please call (603) 271-2925 for further information.

Written Comments: Instead of or in addition to providing oral testimony at the public hearing, written testimony may be submitted to NHDES at any time before close of the public comment period on September 23, 2022, at 4:00 pm. To be included in the public record, written testimony must be submitted using one of three methods: by email to swpublic.comment@des.nh.gov; by post to NHDES-SWMB Attn: Mary Daun, PO Box 95, Concord, NH 03302; or by hand delivery to NHDES’ office at 29 Hazen Drive, Concord, NH.
