NH 2009 Motor Vehicle Emissions Budget Open For Public Comment

On April 30, 2004, the USEPA designated a portion of southeastern New Hampshire as the Boston-Manchester-Portsmouth (Southeast) New Hampshire moderate non-attainment area for the 8-hour ozone National Ambient Air Quality Standard (69 FR 23951). The non-attainment area consists of portions of Hillsborough, Merrimack, Rockingham and Strafford counties. The New Hampshire Department of Environmental Services (NHDES) has prepared a motor vehicle emissions budget (MVEB) for the entire 8-hour ozone non-attainment area based on data developed in a draft attainment demonstration for the Southeast New Hampshire Moderate 8-hour Ozone Non-Attainment Area. The attainment demonstration has not yet been formally submitted to EPA, however portions of that document are utilized to develop and support the MVEB.

The documents linked below provide a description of and technical support for the proposed MVEB for the Southeast New Hampshire Moderate 8-hour Ozone Non-Attainment Area. Upon close of the public comment period New Hampshire will submit the proposed MVEB to EPA as a revision to our State Implementation Plan. The documents demonstrate that total projected emissions from on-road motor vehicles and all source categories will be considerably lower in the attainment year 2009, than the baseline year 2002. If deemed adequate for purposes of conformity by EPA, the MVEB will be used in all subsequent transportation conformity determinations pursuant to Title 40 Code of Federal Regulations Part 93.
